One of the most important things you can do for your home is to keep water away from it. We don't cite code, but current code says that all the gutter needs is the down turn at the end. That's not enough. We like to see gutters discharge as far away from the house as possible. Downspout extensions are economical and effective. Splash blocks aren't enough.
An old oil drain pan definitely is not enough. You can already see soil erosion around it. Stagnant water is also a great breeding ground for mosquitoes.
